The only ‘place’ would be eBay & or craigslist, which I personally wouldn’t recommend unless you are willing to spend more than the direct from Apple option available in Canada, the UK & France. The difference is that they supposedly have the phone available & you could get it in days vs weeks trying to get it from Apple.
In the US, the iPhone is locked to AT&T.

buying factory unlocked iPhone 4 is not possible in US, specially the retail stores dont sell them, better option is to buy it in canada and get it shipped to US, more discussion over here (read the comments)
